After a Structural Material Manger version is retired, E.J.E. Industries makes that version's final maintenance available as a free patch. That patch can be installed by anyone who already has that base version loaded. For instance, Version 7.1p was the final Version 7.1 release, and a customer with any Version 7.1 system installed - say Version 7.1h - can freely install the 7.1p patch.
